IAC has conducted research on U.S. Federal and State government performance-based management topics. IAC has facilitated client site visits and discussions and interviews with officials of the US Federal and State governments. As an example, IAC was instrumental in information exchange between the US Scanning Tour team and the Japanese Ministry of Land, Infrastructure, and Transport (MLIT) in the spring of 2004.

Performance measurement evaluates organizational performance of government agencies in terms of leadership and management results. Performance measurement can also refer to systems measurement of the physical condition of assets (pavement quality, bridge conditions, and fleet conditions) as well as operational performance (delays, on-time rates, etc). IAC specifically tracks the techniques, methodologies, and data results of measurement tools that are being developed and utilized at the Federal and State levels.

Performance management techniques include performance budgeting; strategic and performance planning; and performance assessments.

IAC has also researched transportation and major infrastructure procurement practices including the introduction and increasing use of Best Value contracting procedures and Life Cycle Cost (LCC) analysis. Asset Management ensures appropriate spending and utilization of resources.
