Dr. Enache, a graduate of the Institute of Architecture/Planning in Bucharest, Romania with a Ph.D. in urban planning, is an urban and regional scientist with extensive experience in computer modeling and spatial statistical analysis and the design of computer-assisted decision support systems, strategic planning, policy analysis and evaluation. His computer planning software has been designed for World Bank and other publicly-funded projects in Romania, Austria, Brazil, France, England, Philippines, South Africa, Nicaragua, Armenia and the U.S. He is the author of five books and one hundred twenty studies on the approaches to technology transfer for developing countries. Dr. Enache has twenty-six years of experience teaching with the Institute of Architecture and Planning in Bucharest and at the Johns Hopkins University in Maryland.
